This is used to output an announcement to the page.

How to Use
Outputs a sitewide announcement banner at the top of the page. Enter the message using the HTML field (max 500 characters). This is injected into Homepage, Secondary, and Inner page layouts via related content — it does not appear on the Microsite layout.
